I have similar story to tell ...

in my past life, short after the university I worked in a big bank headquarters. One day the department manager comes and says:
- the upper management says we are going to do a "work process optimization" ... how can we optimize our department's work load?

Everybody is silent and looking around, so after some silence, the manager says again:
- so every operation that doesn't belong to our department will be returned to the department where it belongs to.

Again silence and no one cares, only I as young graduate open my mouth:
- but we do those tasks because it is more convenient and easier for us instead of going back and forward to the other departments, besides they do some of our tasks too and they will simply return to us the jobs that they are not supposed to process.

The manager looked at me and I immediately understood that she could not assimilate what I've just told her. What happened few weeks later after days wasted to process documentation who does what and returning what doesn't belong to us - exactly what I said, the end total result was just the opposite to optimization, however later I understood the main corporate management principle:

"Managers are there to solve problems, and if there's nothing to solve, then their position will be questioned, so better solve a problem, if it doesn't exist, imagine or create one".
