I was wondering where the Microchip Pics are manufactured?

Last I checked they had wafer fabs in Arizona, Oregon, and Colorado (US), with assembly/test facilities in Thailand and the Philippines.

That's probably outdated since they keep buying companies and adding locations.

The mystery to me is what all these plants are doing, with the incredible distributor stock shortages and lead times of most uChip devices.

The most interesting thing about that link is that Atmel is listed but Microchip is not.
Who is doing Microchip's fabrication?

Microchip is. I think that applies to most of the companies they've bought, too.
For example, I know that they fab the Micrel product line (Micrel used to have its own fab before it was bought out).

They probably do the Atmel parts by now too. Atmel had sold almost all of its fabs in years past... I think it was down to one before Mchip bought them.

There might be some stuff from the various other acquisitions that they haven't transferred over yet.
