I think a folder for "Library" in the Files> Users Files section would be nice. This section would only store user libraries.

In addition I would add some extra features in a few lines of text to quickly find what you want. For example:
Author: xxx yyy zzz
Date: 2020/02/02
Proton version: 3.0.0.0
Category: Storage, GSM/GPRS, GPS, Display, Communication (Ehernet, USB, COM,...), Audio, Sensor Drive, Power Supply,
RTC, Motor Control, Other, ....
In this way we would have the user libraries in a single place to save and search.

IMHO these files should be in "Files" or in "User Files" in a subfolder called "Library". But it's just an idea. When there are hundreds of files we will not know what a library or a utility or a code snipet is.

I was on the same track, maybe I was name it repository.
The organization for that section should contain files in a manner that would be represented in a table or double pane browsing, then each file should be accompanied with a short description. Even FTP method should be a good way for browsing that section.
It might be good if the section will expand in articles form, from the authors. So the article should give examples and pictures to well describe the making.

The problem with a general purpose folder for all libraries, is that eventually there will be too many of them (I hope) and hard to find a specific library for a specific task.
The Wiki section has catagories for tasks and projects etc, so that is where libraries should reside. All library files need a demo program, or example, of some kind, so they should be placed in the section that the library is relevant too. For example, an alphanumeric LCD library will go into the Wiki section of text LCDs etc...
