FineLineIDE v5.0.5 includes settings for SNAP.

Example programmer exe location and cmd line parameters for the SNAP programmer are as follows:
C:\Program Files\Microchip\MPLABX\v5.50\mplab_platform\mplab_ipe\ipecmd.exe
/P$target-device$ /F"$hex-filename$" /TPSNAP /M /OL

SNAP utilizes the same header pinout as PICkit3 and PICkit4 as well as the same USB cable as PICkit4.
SNAP does not provide power to a board.
Not all microchips are supported by SNAP. 
Search for "Readme for IPECMD.htm" in your "C:\Program Files\Microchip" directory which includes a link to "Device Support List"
