I have not experienced any problems accessing Microchip's anything.
The only problems I had was that some versions will not run on the current Windows version.
I used an old MPLab version for quite a long time and only about 2 years ? ago switched to the IPE when I ditched the ICD2's and started using the Pickit4.
Had zero problems and it worked right off the bat.

Many websites in the West pops up with a message you don't have access... (means bugger-off).
Fortunately there is China, eager to take more customers.

The West cried when "apartheid" was the moral high, they forced this rubbish on us, and now that it backfired they sanction us for the problems they caused for us.

Most people have never even read what the law of apartheid actually say.

If a VPN can issue an IP address that will remain until you cancel it, it may be possible to download and install and register software.
For microchip things you may want to keep that IP address somewhere, to upgrade new devices supported you have to re-install the software which then download the newest devices with it.

Yes I will hotspot my phone with VPN to my PC then download MPLAB to the PC, register, then use it off line until there is an update.
