How can i make power factor correction program.I need 4 relay controlling.Please guide.

Sorry I didn't understand, do you need to measure the power factor and then, then check 4 relays depending on the measurement?

I want to measure and then correct it.capacitor switching will be done by 4 relays.

You can use dedicated chips that measure the parameters of the electrical network, eg. MCP39F511, or it could also be done by measuring with a PIC the phase shift between the direct wave of the network, suitably attenuated, with that measured on a resistance in series with the load.
